Civic life is concentrated in the town park and event hall, and the town still runs largely on volunteer boards. That is changing fast as the population and the tax base grow. Reputation compounds faster in a market this size, and so does the expectation that you personally will be the one who answers.
The town is acquiring thousands of workers before it has the commercial base to serve them. Local operators have to size for demand that is arriving on someone else's timeline, and guessing wrong in either direction is expensive.
